Operating Grants

The funding our universities receive from the province for day-to-day operations

In recent years, the Ontario government has advanced higher education through its Reaching Higher Plan. The plan set ambitious goals to enhance access, quality and accountability and it accomplished much for Ontario. Since 2005-06, Reaching Higher has brought significant increases in revenue to our institutions (See Graph 1).

However, the government’s commitments did not envision the magnitude of growth that occurred over the past five years. Enrolment has increased by more than 100,000 students since 2000. Graph 3 illustrates the per student impact of the increases in operating grants from the Ontario government. The investments made through the Reaching Higher Plan successfully accommodated growth and increased the per student operating grant.

Costs at Ontario universities also increased during this period, in some cases exceeding increases in inflation.
